Topic Paper #1: Homeland Security Briefing Paper – Due in Week 4
Imagine you are the current Director of Homeland Security for your state, and the new governor has asked you to prepare a briefing paper on the homeland security enterprise and how homeland security applies to your state, and the role of the Governor/state in homeland security.  The governor has advised you that she/he has minimum knowledge on the subject, and you are expected to brief her/him on the history and concept of homeland security at both the national and state levels.  Explain to the governor the roles and responsibilities of the state and the Department of Homeland Security in homeland security. Next, explain the multiple phases of the HS mission including prevention, protection, mitigation, response, and recovery including the roles and responsibilities of various stakeholders in each phase with a focus on a state Governor’s roles and responsibilities.  In addition, summarize the key DHS agencies that the Governor is likely to be collaborating with the most based on the threats and natural hazards the state faces.  Provide a brief analysis of the dynamic threat environment in your state regarding all hazards and threats in this section.  For example, Texas is a border state that faces border security challenges as well as a variety of natural hazards such as wildland fires, hurricanes, and flooding.   Thus, they may be working closely with FEMA and ICE for example.  Finally, provide recommendations to the Governor on actions she/he could take to be most effective and efficient in her/his role in HSE. 
Paper formatting should include the following:
Length: The paper should be at least 8 (minimum) to 10 (maximum) pages (not including the cover page, introduction, and references) using double-spaced, 12-point fonts. 
Organization: The paper must be organized in sections by the required topics (above) to include section headings formatted in accordance with APA 7th Edition guidelines.
