I’m working in a country that wants to shift its innovation ecosystem and R&D from academia-led to business centered and start-up’s led, I am currently reviewing the attached white paper and want to know what exactly will be beneficial for me to establish the intended direction of my country? First: i want to know is the white paper suggesting the r&d ecosystem should be business led. Second, if yes, tell me how are they implementing this transformation? If no, tell me what are they suggesting the ecosystem should be led by whom?
