The purpose is to succinctly summarize the major issues and/or analyses surrounding the given category. You will need to do some research to get an idea of what is going on, but simply looking at recent newspaper articles and government reports should be sufficient.
If there is a particular issue in the news related to your topic/country right now, you can create a briefing paper solely about that. For example, if I am assigned Economics for Venezuela, I might write about how high inflation rates have impoverished millions in recent years.You should include suggestions and/or address implications of your issue. Again, thinking about inflation in Venezuela: I would probably want to include a section with a few suggestions for how the government should address the problem.

You have to find one issue/current problem and write the paper on that, do not try to cover all of the Nigeria’s Public Policy just one part of it. You can talk about black market and impact of drugs on countries economy and etc
